Well the Miku, now Luka item on the desktop is a gadget called the "System animator". It does exactly that, and animates depending on system activity. I've got it set to "sound", which means that Luka will sing as music plays on my PC.

The calender is just an anime calender~
The clock is just an anime clock~

And then of course my sexy backgrounds.

I sorta got it, The System animator is awesome but where did u get Luka?

have a look around, and you should be able to find extra animations for the animator.
